PROJET DE RECHERCHE À LA CASA DE VELÁZQUEZ : Surveiller au-delà de l’expulsion. Gouverner les enfants migrants dans l’enclave espagnole de Melilla

Depuis les années 1970, l’expulsion occupe une place centrale dans les politiques migratoires contemporaines des états du Nord, et aussi de beaucoup de pays du Sud. Les enfants migrants défient ce système d’interception, confinement et éloignement.

En tant que personnes vulnérables, les mineurs séparés ont des droits qui obligent les états à leur garantir l’accès à la protection. Quand un mineur migrant est détecté dans le territoire d’un état de l’Union Européenne, la souveraineté étatique est de fait prise entre une volonté politique d’expulser et un devoir légale de protéger.

La littérature sur la migration et les frontières a récemment prêté attention aux politiques et pratiques contemporaines d’expulsion, mais très peu d’études scientifiques ont intérrogé ce qu’il se passe quand l’expulsion n’est pas une option légalement possible. Ce projet aborde la question suivante : comment les états gouvernent-ils la présence de catégories d’étrangers légalement protégés dans leur territoire, dans l’impossibilité de les expulser ? En s’appuyant sur une démarche ethnographique, ce projet essaie de combler cette lacune en analysant le cas d’étude de l’enclave espagnole de Melilla.
